Brooks Moore Named General Counsel, Completing Chancellor Hegar’s Leadership Team

BRYAN-COLLEGE STATION, Texas — The Texas A&M University System Board of Regents officially approved the appointment of Brooks Moore as General Counsel at the August meeting of the Board. Moore’s selection marks the final key addition to Chancellor Glenn Hegar’s leadership team.

“Brooks Moore brings a wealth of legal expertise and institutional knowledge that will be invaluable to the Texas A&M System,” said Chancellor Hegar. “With his appointment, our leadership team is complete and ready to move forward.”

Moore, Aggie class of 1995, has served the Office of General Counsel for most of his career and now leads the office in its mission to provide legal services for the System Offices and member institutions. The office also assists with litigation representation from the Texas Attorney General’s Office and secures outside legal counsel when needed.

Named General Counsel in 2025 after nine years as the office’s top deputy, Moore’s legal practice has spanned ethics and conflicts-of-interest, the Public Information Act, Open Meetings Act, System policies and regulations, legislation, state and federal relations, and records management. His experience also includes compliance, employment law, and athletics.

A native of Navasota, Moore began his legal career with the Texas Attorney General’s Office before entering private practice in Austin, where he represented Texas school districts. He joined the Office of General Counsel in July 2005.

Moore holds a J.D. from Baylor University School of Law (1998) and a B.B.A. in Management from Texas A&M University (1995). He and his wife Jennifer have two adult children, Susan and Walker.
